The San Andreas Community server subscriptions are not mandatory/required to receive a higher rank in the Civilian Operations department. It is just purely an option to receive a higher rank quicker for a temporary period or permanently if you continue to keep the subscription/pass. With these passes you will receive everything from for that civ rank along with a certain amount of money within the SAC economy system.
